One of the main criticisms of Fallout 3, despite its cult status, was the nature of the RPG-inspired gun combat, that often favoured stats over aim. This could cause and expertly aimed headshots to miss if the player current stat level was too low.
Game Director Todd Howard spoke to The Telegraph about this issue, and admitted that gunplay in Fallout 3 wasn't as fluid as he would've wanted, and that Fallout 4 will heavily improve that aspect of the franchise:
Howard's first goal, was to make the game "feel like a great action game. if you're good at aiming you can compensate somewhat for lower stats. But not entirely, as Fallout's myriad systems are layered on top of the improved action."
Howard did however state, that the game is still an RPG at its core, and statistics still play a central role.
